As a collector of news, it is important to assemble "all sides" of the stories.

This is a matter of content collection and routing when it comes to news. Accomplishing it is not that hard but is becoming rare and sluggish in Google search.

Google should list Iran-related news items from Press TV, IRIB, Fars News, Tehran Times, along with the traditional US sources such as the Washington Post, New York Times, Wall Street Journal, BBC and others.

In this way, various perspectives on topics can be viewed in parallel.

Russian Beer on the Road to Tehran

I've noticed people posting stories of beer drinking or photos of beer cans on their weblogs. Often one has a feeling that without a beer can in the background (or a wine glass in the foreground), questions may be raised about one's manhood. Well, here's mine, accompanied with the story behind it.

Earlier, I'd written about a trip to Isfahan, this past July.

On the road back to Tehran, the children were quite thirsty and I was, too. I stopped in Saveh, the city of pomegranates, and we started looking for a store. It was Friday, when most shops are closed, but luckily a couple of grocery stores were still open.

After some meandering through the maze of separated lanes, we were able to get into a lane that led to some stops. My wife, a true-blooded American (whatever that means), got off the car and went into one of the stores and used her very good Persian (of which I should be much prouder than I am) to purchase some drinks and snaks for us. The kids got a couple of different types of juices.

My reward was a frosty Russian beer, of the non-alcoholic sort, but in a tall can. It must have been past 40 degrees (Centigrade) outside and the old BMW I was driving had a broken air-conditioning. Just holding that beer can made me feel better. I opened it and took a sip. It was one of the best non-alcoholic beers I'd ever drunk.

How often do you read any praise of non-alcoholic beer in English? How often do you read any praise of it, in any language at all? In any case, I had to post a photo of the empty can, and kudos to the producers.

I'd heard about Russian (non-alcoholic) beer exports to Iran in a BBC television report. (No trace of the report can be found on the BBC web site.) Now, with a bit of web searching, I also found the news item on Baltika's web site. In any case, it was a great beer, and if I had a chance, I'd buy it again, in America, too!

Washingont Post Op-Ed columnist, David Ignatius, writes ("Walking Into Iran's Trap," October 28, 2007; Page B07):

This isn't a Tehran intersection, where drivers can go full tilt because they know someone will stop at the last minute. This confrontation could actually result in a crackup because of miscalculations and misunderstood signals.

This paragraph makes is sound like Iranians have a habit of brinkmanship or enjoy engaging in it on a routine basis.

Actually, unlike 30 years ago, Tehran intersections now carry multi-way, timed traffic lights that give the number of seconds left on each light. Drivers do not go at full tilt to see who will stop at the last minute. If they did, they would be badly surprised because driving habits are fast changing.

Also, unlike some 30 years ago, when Iraq attacked a defenseless Iran, who had disbanded its US-educated and armed military institutions, today Iranians do have a defense force that is well equipped to protect it against aggression.

نیم نگاهی به ساخت واحدهای مسکونی در کشور حاکی از آن است که در 10 سال گذشته به طور متوسط سالا‌نه حدود600 تا 800 هزار واحد مسکونی در ایران ساخته شده است حال آنکه تقاضا برای واحدهای مسکونی دو برابر میزان ساخت واحدهای مسکونی در مدت یاد شده است.

از همین روست که کارشناسان معتقدند برای ایجاد تعادل در عرضه و تقاضای مسکن باید ابتدا افزایش تولید مسکن در اولویت قرار گیرد و سپس با تامین مناسب منابع مالی خرید واحدهای مسکونی برای افرادی که قدرت خرید پایینی دارند آتش این بازار سرکش ژ را فرونشاند.

بر همین اساس درسند چشم انداز بیست ساله کشور و ماده 30 قانون برنامه چهارم توسعه , مقرر شده است نظام بانکی 80 درصد هزینه ساخت واحدهای مسکونی را تامین کند.

کارشناسان علت رکود کنونی بازار مسکن را سه عامل افزایش چشمگیر قیمت مسکن در روزهای پایانی سال گذشته , کاهش تقاضا برای دریافت پروانه های ساختمانی ) با توجه به افزایش عوارض شهرداری در سال جاری ) و تعلل سرمایه گذاران و فروشندگان مسکن در نفروختن واحدهای مسکونی ساخته شده خود حتی به قیمت از دست دادن سود آن می‌دانند.

تجربه سالهای گذشته نشان می دهد نوسانات قیمت مسکن همواره بر اقتصاد ملی اثر گذار بوده و فراز و فرود عرضه و تقاضای مسکن در دوره های زمانی مختلف همواره یکی از دل مشغولی برنامه ریزان و اقتصاد دانان کشورمان بوده است.

تغییرات ادواری بخش مسکن که از آن به عنوان( رکود و رونق) یاد می شود,پدیده‌های تکرار شونده ای هستند که گاه در تولید مسکن و گاه در معاملا‌ت و زمانی نیز در هر دو متغیر همزمان مشاهده می شود.

نیاز واقعی به مسکن: نیاز به مسکن به موضوع اول اقتصادی‌, اجتماعی کشور تبدیل شده است.

به‌این ترتیب تقاضای بالقوه مسکن که ناشی از نیازهای واقعی در برآورد حداقلی از امکانات زندگی است و در قانون اساسی نیز بران تاکید شده است به عنوان یک مطالبه مردمی از دولت قوت می گیرد.

برنامه اصلی دولتها همواره در مواجهه با چنین پدیده‌ای در گام نخست تلا‌ش برای افزایش تولید و برابر کردن تعداد مسکن شهری و روستایی با تعداد خانوارهای کشور و در گامهای بعدی , توسعه و بهبود کیفیت مسکن بوده است.

براساس آمارهای موجود طولا‌نی ترین دوره رونق تولید مسکن در مقایسه باسه دهه اخیر در سال های 1378 تا سال 82 به ثبت رسیده است اما بررسی هاگویای آن است که رکود معاملا‌ت مسکن از سال 1381 آغاز شد.

این رکود به طور عمده براثر افزایش شدید قیمت ها در سال 1380 و درادامه آن در سال 1381 روی داد که بر اثر آن تقاضای خرید مسکن به علت‌کاهش توان مالی خانوارها کاهش یافت به گونه‌ای که در سال 1381 معاملا‌ت مسکن در تهران 24 درصد کمتر از سال 1380 بود.

ساخت سالا‌نه بیش از یک میلیون واحدمسکونی: استاد دانشگاه شهید بهشتی در این باره معتقد است : با محتاطانه ترین پیش‌بینی ها تا سال 1400 به طور متوسط سالا‌نه بیش از یک میلیون واحد مسکونی برای پاسخگویی به تقاضای جدید و جایگزینی خانه های فرسوده در کشور نیاز است.

منصور محمدیان گفت:ساخت سالا‌نه بیش از یک میلیون واحد مسکونی در مقایسه با ساخت سالا‌نه حداکثر 640 هزار واحد مسکونی در سال های گذشته اختلا‌ف قابل توجهی را نشان می دهد که برای تحقق آن باید تدابیر لا‌زم اتخاذ شود.

این کارشناس افزود: راهکاری که دولت بتواند به تولید انبوه دست یابد این‌است که شرکت های انبوه ساز را از نظر بنیه مالی تقویت کند تا این شرکت‌ها با امکانات کافی قادر باشند انبوه سازی مسکن را بطور منظم در مناطق مختلف با کنترل وزارت مسکن و شهرسازی انجام دهند.

محمدیان گفت: امروزه ما باید به گونه ای برنامه ریزی کنیم تا با امکانات صنعتی کشور بتوانیم در کوتاه ترین زمان ممکن مسکن مقاوم ,ارزان و با عمر طولا‌نی تولید کنیم که تحقق آن با تغییر روش تولید مسکن از روش سنتی کنونی به صنعتی امکان پذیر است .

وی همچنین سوء استفاده بنگاهداران از تقاضای زیاد بازار و عرضه کم راعامل موثر در وضع کنونی بهای مسکن و اجاره بها در شهر تهران دانست.

شهروندان تهرانی و تنگناهای تهیه مسکن: استان تهران به خاطر داشتن جاذبه های متعدد در سال های گذشته با سیل مهاجرت مواجه شده است بگونه‌ای که خدمات رسانی شهری و امکانات زندگی را در این ابرشهر در تنگنا قرار داده است.

یکی از مشکلا‌تی که شهروندان تهرانی هرساله با آن دست به گریبانند, مشکل تهیه مسکن و سنگینی اجاره بهای آن است.

تمرکز امکانات‌, سازمان ها و وزارت خانه های مختلف و افزایش روز افزون جمعیت در کلا‌ن شهر تهران سبب شده است که این شهر رتبه اول را در میان‌شهرهای کشور در رابطه با شهروندان بدون منزل مسکونی شخصی کسب کند.

براساس این گزارش , جمعیت حدود 12 میلیون نفری استان تهران در دو میلیون‌و 792 هزار و 387 واحد مسکونی ساکن هستند.

شهر تهران 60 درصد جمعیت‌استان تهران و استان تهران 19 درصد جمعیت کشور را در خود جای داده است.

بنابر آمارهای موجود , استان تهران به ویژه شهر تهران از مهمترین نقاطی‌محسوب می شود که ضرورت دارد برای حل مشکل مسکن شهروندان و همچنین کنترل نرخ اجاره‌, برنامه های جدی‌تری را در آن اجرا کرد.

بالا‌بودن قیمت مسکن‌,افزایش بی رویه و غیرمنطقی اجاره مسکن و ناتوانی قشرهای جامعه در تامین این نیاز اساسی‌, موجب شده تا از ابتدای سال موضع‌گیری هایی از جانب محافل کارشناسی و مسئولا‌ن دولتی انجام شود که قابل تامل می باشد.

کارشناسان همواره بر این باورند که نظارت بر قیمت و نرخ اجاره بها تاحدودی غیرممکن است و تولید انبوه مسکن و مسکن استیجاری و افزایش عرضه مسکن , در نهایت راهکار مناسبی برای کنترل قیمتها در بخش مسکن است.

در مورد اجاره بهای واحدهای مسکونی تازه ساز و قدیمی نیز وضع به همین منوال است .

با گذر از کنار دفاتر معاملا‌ت ملکی می توان در سیمای متقاضیان مسکن استیجاری براحتی نگرانی و اضطراب را مشاهده کرد , فشارهای روحی‌, مشغله فکری و در نهایت خانه به دوشی هر ساله , از پیامدهای اجاره‌نشینی خانواده ها در تهران است.

علی همتی یک اجاره نشین تهرانی که 15سال است همچنان اجاره نشینی را تجربه می کند در این زمینه گفت: با 5 سر عائله برای اجاره مسکن‌, بسیاری از بنگاه های معاملا‌ت املا‌ک را زیر پا گذاشته ام‌, به گفته بنگاه داران با این تعداد افراد خانواده فقط با ودیعه بیش از 4 میلیون تومانی می توان مسکنی در جنوب تهران اجاره کرد.

به گفته همتی برخی از مالکان تصور می کنند افراد فقط حق داشتن یک فرزند را دارند و از این رو خانه های خود را فقط به این خانواده ها اجاره می‌دهند.

ابراهیم عباسی اجاره نشین دیگری که 3 فرزند دانش اموز دارد, گفت: من وهمسرم هر دو کارمند هستیم با این وجود نمی توانیم بسیاری از نیازهای فرزندانمان را تامین کنیم چه رسد به بهای گزاف اجاره خانه.

فریدونی یک بنگاه دار در جنوب تهران در باره چگونگی تعیین میزان اجاره بها گفت: میزان اجاره بها براساس قیمت ملک تعیین می‌شود یعنی حدود یک چهارم قیمت ملک و اینکه نوساز یا قدیمی باشد.

وی گفت: در ساختمان های با قدمت بیش از 10 سال ساخت , اجاره بها 20 تا 25 درصد کمتر از اجاره بهای خانه های نوساز است.

این بنگاه دار نامتناسب بودن عرضه و تقاضا,افزایش قیمت مسکن و هزینه‌های ساخت و تورم را علت اصلی افزایش اجاره بها دانست و در عین حال گفت : برغم رکود بازارمسکن میزان اجاره بها کاهش نداشته است و علت این است که چون در چند سال گذشته نرخ تورم سیر صعودی داشت‌, صاحبان املا‌ک عادت به بالا‌بردن قیمت داشتند و هم اکنون کسی حاضر نیست که قیمت را پایین بیاورد.

وی اضافه کرد: عرضه مسکن نسبت به تقاضای آن بسیار کم است و علت آن نیزرشد فزاینده جمعیت در تهران بزرگ است که اگر در بخش مسکن انبوه سازی شود مشکلا‌ت تا حد زیادی برطرف خواهد شد.

یک اجاره نشین هم که جزو دارندگان درآمد ثابت است گفت: اجاره بها را روزگار" تعیین می کند, یعنی وقتی نرخ تورم ثابت نیست نمی‌توان انتظار ثابت ماندن میزان اجاره بها را طی یک دوره طولا‌نی داشت! رکود بازار مسکن و روشن شدن چراغ قرمز! یک استاد دانشگاه علا‌مه طباطبایی با تاکید بر ضرورت تلا‌ش برای گذر از رکود بخش مسکن گفت: رکود بازار مسکن و نوسانات شدید هر ساله در اجاره‌بهای واحد مسکونی نمی تواند علا‌متی مثبت برای رشد تلقی شود.

احمد مقدسی خرید و فروش وام ها به قیمت های متنوع را در ایجاد حالت رکود, تورمی بازار مسکن موثر خواند و تصریح کرد: خرید و فروش وام مسکن‌که به یک بازار داغ تبدیل شده است در حال حاضر بیشترین سود را فقط نصیب واسطه ها می کند.

این کارشناس با اشاره به اینکه براساس نص صریح قانون اساسی داشتن مسکن متناسب با نیاز حق هر فرد و خانواده ایرانی است گفت: دولت موظف شده‌است با رعایت اولویت برای انها که نیازمندترند زمینه اجرای این اصل را فراهم کند.

وی برنامه اصلی دولتها در مواجه با چنین پدیده‌ای را در گام نخست برابرکردن تعداد مسکن استاندارد شهری و روستایی با تعداد خانوارهای کشور دانست.

این کارشناس با تاکید بر اینکه دولت باید برای رفع مشکلا‌ت بازار مسکن از تمام توانایی های قانونی و راهکارهایی که می توانند به خروج کشور از این مشکل کمک کنند,استفاده کند اظهار داشت : با توجه به جمعیت جوان در کشور و رسیدن آنها به سن ازدواج , باید سالا‌نه یک میلیون و 200 هزار واحدمسکونی تولید شود تا بتوان نیازهای موجود را پاسخ داد و وضع موجود راسامان بخشید.

وی گفت: در چنین شرایطی نیاز روز افزون به مسکن در جامعه و تناسب نداشتن عرضه و تقاضا و پایین بودن قدرت خرید مردم در بازار مسکن سبب شده تا شاهد نوسانات و یا رکود در این بخش باشیم و همین امر مشکلا‌تی را برای دولت و متقاضیان بوجود اورده است.

این کارشناس یاداور شد: رشد چند مرحله‌ای قیمت مسکن در سال گذشته سبب بازماندن متقاضیان واقعی خرید خانه در برخی نقاط کشور مانند تهران شده‌است.

وی یادآور شد : پس از طی یک دوره چهار تا پنج ساله رکود در بخش مسکن , تصمیم گیری های متعدد و ناهماهنگ در بخش اعتبارات و تسهیلا‌ت و افزایش بهای مصالح ساختمانی زمینه را برای رشد بیشتر قیمت مسکن فراهم کرد و اجرا نشدن سیاست کنترلی برای مهار ان نیز, موجب رهایی قیمت ها در این بخش شده است.

این کارشناس همچنین رشد بیش از 40 درصدی نقدینگی در جامعه و هدایت نشدن آن به‌سمت فعالیتهای مولد و جریان یافتن آن به سمت بازار مسکن را یکی از علتهای تشدید مشکلا‌ت در این بخش دانست و افزود : بسیاری ازصاحبان سرمایه های کلا‌ن با وارد شدن به این عرصه و بازی با قیمت ها, سبب افزایش بهای مسکن به ویژه در تهران شده اند.

مقدسی یکی از ابزارهای خانه دار شدن شهروندان را اعطای تسهیلا‌ت بانکی دانست و افزود: سطح این وام ها بایدبه حدی ارتقا یابد که دست کم بتواند 60 تا 70 درصد هزینه خرید خانه متقاضیان واقعی یک واحد آپارتمانی ساده را تامین کند.

این کارشناس همچنین گفت: واگذاری زمین ارزان قیمت دولت به انبوه سازان‌مسکن و کنترل قیمت مصالح ساختمانی سبب کاهش قیمت تمام شده بهای مسکن خواهد شد.

وی تاکید کرد: دولت و برنامه ریزان باید همچنین با توجه به شرایط وتحریک یا تحدید تقاضا و عرضه , نقطه ضعف بازار را هم شناسایی کنند تا نحوه دخالت دولت و ابزار مورد استفاده مشخص تر شود .

هم‌اکنون‌, کشور دارای نرخ تورم دو رقمی است.

از دید اقتصاددانان تولیدگرا, بجای تحریک تقاضای مسکن که منجر به نرخ گذاری بیشتر مسکن و تحریک سطح عمومی قیمتها می شود ( زیرا هزینه مسکن در سبد هزینه خانوار حضورپررنگی دارد) باید توان تولیدی مسکن در کشور را افزایش داد و زمینه رقابت عرضه کنندگان را در تولید فراهم و انگیزه های سوداگرانه را در این بخش خنثی کرد .

به این ترتیب توزیع و تخصیص منابع و امکانات به سمت تولید مسکن با کیفیت تر و ارزان تر پیش خواهد رفت.

همچنین از بار بیکاران نیز با رونق تولید مسکن و ساختمان کاسته می شود و بار ورمی چندانی هم به اقتصاد واردنخواهد شد

Calling Saturday's UN Security Council Resolution (1747) against Iran ''illegal'', Elham noted, ''The Council of Ministers met Sunday evening under chairmanship of President Mahmoud Ahmadinejad to discuss a recent law passed by the Majlis (27.12.06) obliging the government to review its cooperation with IAEA. The cabinet meeting decided that Iran Atomic Energy Organization should halt part of its cooperation with IAEA until Iran's case returns to IAEA from the Security Council and the situation gets back to normal.''
He added that IAEO had agreed in line with safeguards agreement with IAEA to increase cooperation with the agency ''but this cooperation will stop until Iran's case returns to IAEA from the Security Council and the situation gets back to normal.''
The safeguards agreement, he added, obliged Iran to inform the IAEA of all details of any plans and decision-making for creation of any facilities and execution of programs related to its nuclear issue. This is while, according to NPT, the member states are duty bound to inform the IAEA of their nuclear programs just six months before commissioning.

Paintings Biennial

While looking for a photo of yalda celebrations this year, I ran into this interesting photo from the scene of The Fourth
International Painting Biennial of The Islamic World in Tehran, Iran.

I believe the biennial started in the last week of November, and it looks like it ended on
December, 21, 2006.

Here are some other pictures I found.

It would be good to see more photographs of this
exhibition. (As another example, check out this work.) There does not seem to be a website for the biennial or one that actually displays all the paintings.

I believe my friend, and ex-Berkeley-ite, Bobak Etminani,
also has several paintings on display in the biennial.

Myths, Politics and Skiing

Payvand, a Silicon Valley Persian community web site, has published a summary of "Answering the Charges Against Iran: Dispelling the Demonising Myths" report by U.K.'s Campaign Iran. You will need to scroll down through Payvand's introduction to see the list of charges and the summary debunks.

Another article on a roughly similar topic has been written by Edward Herman and David Peterson for Z Magazine. The latter article contains some misunderstandings regarding the social make-up of Iran although it does expose some of the other demonizing myths propagated by the mainstream media here. In their article, Herman and Peterson have included a scholarly exposé, complete with references, of the realities hiding behind the rhetoric against Iran including those of the Democratic party leaders.

Less tersely, you can partake of a youthful skier's visit to Iran on YouTube. (It was the first video listed under Iran on YouTube.) You need to be patient through the introduction but I think recreational skier Jasin Nazim has done a much better job of reporting than many other professional journalists who have visited the country. I certainly learned quite a lot from the video and it motivates me to ski the same mountains!
